Assessing the Implementation and Impact of Pantawid Pamilyang Pilipino Program (4Ps) in Ilocos Norte on the beneficiaries: A correlational analysis of 4Ps effectiveness

This study assessed the impact of the implementation of the Pantawid Pamilyang Pilipino Program (4Ps) in Ilocos Norte. Using the Input-Process-Output-Outcome (IPOO) model, the study examined four key variables: LGU support and administrative capacity (Input), program implementation level (Process), immediate results of implementation (Output), and beneficiaries’ quality of life (Outcome).
A descriptive correlational design was employed, with data obtained from program participants and implementors using structured surveys and interviews. Quantitative data were analyzed using the using the mean, weighted mean, t-tests, and regression analysis, while qualitative responses were used to enhance the findings in the quantitative analysis of data in the process of triangulation.
The study revealed that local governments are very highly supportive of the program and implementers demonstrated high capability in program implementation. Outputs were consistently strong and beneficiaries reported very high improvements in quality of life.
Regression analysis demonstrated that local government support did not significant influence program implementation but administrative capability of implementors emerged as significant predictor of program implementation. Outputs significantly improved beneficiaries’ quality of life with governance credibility, benefit reliability, and coverage quality emerging as the strongest contributors.
Challenges, however, persisted ranging from post-program vulnerability, difficulties in sustaining education and health care, and social stigma as identified by program participants; and monitoring burdens, targeting errors, grievance handling gaps, resource constraints, and administrative strain as identified by program implementers.
The study proposed the adoption of the Integrated Livelihood, Governance, and Social Empowerment (ILGSE) Framework that integrates Sustainable Livelihood Program (SLP), digital monitoring systems, grievance mechanisms, and expanded Family Development Session (FDS) and community-based initiatives. This is to promote inclusive and sustainable socio-economic development so that 4Ps program in Ilocos Norte can move beyond short-term poverty relief into sustained resilience, empowerment and intergenerational poverty reduction.
